SUMMARY: Under the direct supervision of the Power Line Supervisor Northern Division, the Light Equipment Operator loads, secures, transports, sets, and unloads transmission materials and equipment as required. The incumbent also operates light equipment including backhoes, light trucks, digger trucks, basket trucks, boom trucks, equipment for clearing right-of-way (ROW), and escorting vehicles.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Operates and maintains in a safe condition, assigned light equipment including backhoes, light trucks, digger trucks, basket trucks, boom trucks, equipment for clearing ROW, and escorting vehicles. Learns the location of transmission facilities, including stations and lines that make up the transmission system. Performing all duties in a safe manner at all times, including work near high voltage and/or in adverse weather conditions. Patrols transmission lines on foot to identify necessary repairs as assigned. Performs necessary ROW maintenance such as mowing, spraying, clearing trees and removing vegetation. Loads, secures, transports, sets and unloads transmission system equipment and materials. Maintains accurate and current records and reports as related to job responsibility, including driving records. Assists other crews on an as needed basis, when assigned.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities, and behaviors required of this position.

Education and Experience: Requires a high school diploma or equivalent and two years of work experience operating light equipment and transporting loads. Must be knowledgeable of state bridge laws, load limits, other applicable laws and capable of supplying information to obtain oversize permits and registrations in all states traveled. Must have a working knowledge of rigging techniques to ensure proper securing of large or heavy loads.

Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to speak effectively with other employees.

Math Skills: Ability to add, subtract, multiply, and divide in units of measure, using whole numbers, common fractions, and decimals.

Reasoning Ability: Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.

Computer Skills: Ability to learn to use a personal computer to access the intranet, departmental software, and Microsoft Office software as required.

CERTIFICATES, LICENSES, REGISTRATIONS: Must maintain a current State of Oklahoma Class A Commercial Driver’s License (CDL) and be a qualified driver per the rules and regulations of the D.O.T. requirements. This job also requires a crane certification and Oklahoma Pesticide Applicators Certification which must be received within one year (1) of employment.

WORK SCHEDULE REQUIREMENTS: This job requires 80% overnight travel. Incumbent must live within a thirty-mile radius of specified base work location. Incumbent must be willing to work overtime, weekends and holidays and travel on short notice.

Requires working near high voltage electricity. Requires working at night, inside or outside in all weather conditions. Requires working in varying environmental locations outside from dry and cultivated fields to wooded and diverse areas of undergrowth.

The employee is occasionally exposed to high, precarious places, walking, standing, or working on inclined, uneven, or slippery surfaces. In accordance with WFEC Administrative Procedure 805-Alcohol and Drug-Free Workplace this position is classified as “safety sensitive”.
