SUMMARY: Under the overall guidance and direction of the V.P. & Chief Financial Officer, the incumbent directs and manages the finance functions, accounting practices, and tax reporting of the Cooperative and its subsidiaries. The incumbent leads the Financial Services Department by planning, organizing, and directing department activities; aligning the department’s goals and objectives with the corporate strategic goals; and, developing high levels of staff performance. The incumbent ensures compliance and cooperation with various regulatory entities, lending institutions, and the financial community by performing the following duties personally or through subordinate staff. The incumbent ensures that accurate and timely financial information is provided to Senior Management and other departments for use in budgeting, planning, project management, and other functions. The incumbent develops and maintains a productive relationship with the Board of Trustees and the member-owner cooperatives.

SUPERVISORY RESPONSIBILITIES: Directly supervises the Financial Services Supervisor, Treasury & Technical Accounting Supervisor, Chief Accountant, Sr. Accountant, and Financial Services Associate and supervises indirectly all staff in the Financial Services department.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Manages the department in providing and applying procedures and computer application systems necessary to gather, organize and accurately report financial information, to maintain proper records and to afford adequate accounting services and controls. Manages preparation of financial and statistical information, analysis, and reports for internal and external use as required. Ensures that financial records and reporting are in compliance with applicable accounting standards including those prescribed by the Rural Utilities Service (RUS), the Financial Accounting Standards Board, tax regulations and other regulatory bodies. Manages financial department activities including: audits; all aspects of the general ledger system; subsidiary accounting and consolidations; fuel and purchased power cost accounting activities and reports; maintenance of continuing property records; wholesale power billing activities; tracking of financial risk management activities; preparation of corporate O&M and capital budgets; and, federal, state and local tax reporting. Creates department O&M and capital budget and manages within approved limits. Manages efforts to ensure effective cash management; forecast liquidity needs; and, plans and directs treasury management services. Works with senior management in planning for additional borrowings. Makes recommendations related to debt strategies. Prepares and analyzes requests for financing proposals and makes recommendations regarding negotiation of debt covenants. Manages debt issuance, tracking and accounting. Oversees management of relationships with bond holders and other creditors. Oversees preparation and management of loan documents and ensure compliance with debt covenants. Coordinates RUS loan application process for the department, loan fund requisitions and disbursements, and compliance monitoring and reporting. Communicates and coordinates financial information requests of third parties such as credit rating agencies, lenders, external auditors, consultants, regulatory agencies, NRECA, G&T Accounting and Finance and Association, numerous reporting entities and management and staff. Prepares and makes presentations and oral reports to Board Committees and Trustees. Maintains an on-going training program for Financial Services staff in order to ensure the required level of professionalism, knowledge, and service. Supports the V.P. & CFO on special requests and projects.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities, and behaviors required.

Education and Experience: Requires an undergraduate degree in Finance or Accounting and a Certified Public Accountant license or a Master’s degree in a directly related field. In addition, ten years of progressively responsible experience in public accounting, general accounting or finance of which a minimum of five years managing accounting personnel and functions is required. Desirable experience includes a working knowledge of the utility industry, FERC/RUS Uniform System of Accounts, RUS accounting rules and applicable regulations and experience using an ERP system such as PeopleSoft Financials.

Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports and business correspondence.  Ability to effectively present information and respond to questions from groups of managers, lenders, credit rating agencies, customers and regulatory representatives. Ability to communicate and coordinate with subordinates, peers and superiors.

Math Skills: Ability to work with and understand financial mathematical concepts.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to financial situations. 

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills: To perform this job successfully, an individual should have an overall knowledge of enterprise resource software and the associated financial modules, processes and reporting functions and Microsoft Office applications. Experience with PeopleSoft financial systems is highly desired.

CERTIFICATES, LICENSES, REGISTRATIONS: Current Certified Public Accountant license or an advanced degree in a related field is required. Current driver’s license required. 

WORK SCHEDULE REQUIREMENTS: Normal office schedule with additional hours as required. Must be able to travel on short notice.
